You may assume that “shoes” is indicating a department, but it is not written as such. It is written about footwear that people wear. With the way it is written, it is ONLY correct as: “Shoes are located behind jewelry.” Do you say that your shoes is in the closet? Or, your shoes is outside? No, you don’t. Shoes is the plural of shoe, therefore, it MUST be stated that “Shoes ARE behind jewelry.”

Sorry, folks, Heywood is right. Say it out loud and see for yourself how awkward it is! It should read either “The Shoe Department is located behind the Jewelry Department” OR “Shoes ARE located behind Jewelry.”
